Parents who exercise school choice frequently list school safety as one of their primary reasons for doing so. School choice increases parental satisfaction and involvement. A key concern with educational programs is that they do not target resources to low-income students. Private, nonprofit colleges, public four-year, and public two-year colleges all have about the same percentage of Pell Grant students in their enrollments. The federal higher education investment must remain focused on low-income students, wherever they chose to attend. Education costs have to be reduced. The cost is often the first and most important factor people face in weighing the value of universities. The rising cost is amplified by a diminishing field of well-paying job opportunities. Consequently, many recent graduates are underemployed and face massive student loan debt. The goal is find ways to give students an outstanding, cost-effective education. Governments should support the achievement of a strong base for lifelong learning, through education directed towards responsible autonomy, self-directed learning and preparation for full citizenship.
